Background: Supply2Cov was a multi-year initiative set up by Coventry City Council, the municipal government of Coventry, England, to support regeneration in Coventry by redirecting Council expenditure into the local economy.

Objective: To demonstrate the ability to realise local economic benefits through public expenditure and inspire similar action in future contracts. To specifically demonstrate this ability by creating a quantitative and qualitative case study of a large capital project.

Process: Identified and worked with a subcontractor on a major capital project (school) to measure the local economic impact of its supply chain and labour force on the Coventry economy. This process yielded both empirical evidence of how a major contract awarded to a non-local supplier could still become embedded in the local economy as well as anecdotal evidence of how the supplier achieved a high local economic impact.

K2A: The Council has begun asking other bidders for a major public works contract to consider measuring and demonstrating their local economic impact in order to compete for contracts.
